Site Integration Scheduler/Planner for classified activities for Missile Defense Agency (MDA)                    2008 - 2010

Lead local Schedule Integration Team efforts to perform event planning and deconfliction of contractor activities as necessary to support GMD operational activities and to develop a deconflicted and resource loaded classified Contractor Event Schedule.  Fort Greely is one of several locations that comprise the GMD program which is part of the Department of Defense. Supervise two other Bechtel schedulers locally and interact with team of 12 Bechtel schedule integrators at four locations in the United States. Daily interaction with customer (MDA) and subcontractors including Boeing, Northrop Grumman, Lockheed Martin, L3 Communications as well as occupants of Army base including Alaska National Guard, 49th Missile Defense Battalion, 59th Signal Battalion, and Army Corps of Engineers.  Handle daily scheduling issues such as assisting event owners with scheduling their events, maintain scheduling database, de-conflict upcoming scheduled events, prepare files and facilitate briefings, coordinate with other site scheduling personnel concerning all scheduling issues.  Host weekly briefings for government as well as other contractors and base commands on current and eight week schedule look-ahead. Maintain schedules in Missile Defense proprietary and classified scheduling tool as well as Primavera, Microsoft Project, and Open Plan Professional scheduling software.

Originally hired as a database specialist, I was given added responsibilities as the project matured and right-size. By project close, I was the Database Manager, Quality Assurance (QA) Manager, and managed the Laboratory Services while serving as the Subcontractors Technical Representative.

Established program data management procedures, standards, and provided budget, tracking, and reporting services. Designed, developed, and maintained database system to support project needs. Database was Oracle based and Bechtel Proprietary; it contained analytical, chemical, and spatial data.  Provided and assisted in systems analysis, programming, data coordination, and other data management support. Responsible for delivery of environmental data to client in client specified format. Responsible for database and maintenance of non-CLEAN environmental data generated by other Navy contractors and input into Geographic Information System (GIS.) Performed QA audits of environmental laboratories used for sample analysis and data reporting. Assessed if program and project requirements were being met. Assessed electronic data and verified it was in accordance with program requirements and that hardcopy and electronic versions matched 100%. Provided database training as well as expert support and technical assistance to other Bechtel projects utilizing the proprietary database. Assisted in development of corporate funded research and development project for automation of field data collection (paper was presented at the Association for Environmental Health and Science Foundation conference March 2005.)

 

Quality Assurance (QA) Manager                                                                          2007- 2008

Responsible for all Project QA functions including plan reviews. Program liaison with customer as well as with other senior Bechtel QA Managers from various projects. Direct contact for the U.S. Navy QA Officer on all quality-related issues of program. Reviewed and approved site specific Quality Assurance Project plans utilizing the Uniform Federal Policy for Quality Assurance Project Plan. Performed technical review of project documents and oversaw project Document Control department and file review. Performed system audits.

 

Laboratory Services Supervisor/Contractor’s Technical Representative    2004 - 2008

Procured analytical laboratory services and provided technical support to field sampling and analysis activities.  Reviewed Sampling and Analysis Plans and assist Contract Task Orders in the development of project specific Data Quality Objectives.  Identified and resolved data quality issues.  Produced cost estimates for cost proposals for analytical laboratory and data validation services. Performed Quality Audits of environmental laboratories used for sample analysis. Assessed if program and project requirements were being met.
